The National AI Strategy Roadmap 2.0 is the culmination of a multi-year effort to institutionalize artificial intelligence as a core driver of Philippine industrial and economic competitiveness. While this updated 2.0 framework was officially launched in July 2024, its origins date back to 2019, reflecting a consistent, long-term vision spearheaded by the Department of Trade and Industry (DTI) and the Competitiveness and Innovation Group. Its development drew on structured consultations with government agencies, academic institutions, industry leaders, and civil society groups, reflecting a genuine whole-of-nation approach to shaping the country’s AI direction.

The roadmap has evolved through three distinct phases of national development:

  • 2019: In late 2019, the DTI formally initiated the process of crafting a roadmap to position the Philippines as an AI powerhouse in Southeast Asia. At the time, the country was ranked third in the region for AI readiness by Oxford Insights. This phase focused on building a “triple-helix” collaboration between government, industry, and academe to address the challenges of the Fourth Industrial Revolution.
  • 2021: National Launch (V1.0). The first official National AI Strategy Roadmap was rolled out in May 2021. It established the foundational pillars of talent development, AI policy, and mission-driven research, with a clear mandate to drive innovation across agriculture, manufacturing, and services.
  • 2024: The 2.0 Update. Responding to the rapid rise of Generative AI and the global shift toward ethical AI governance, the DTI updated the blueprint to NAISR 2.0. The July 2024 launch drew messages of support from NEDA, DICT, Bangko Sentral ng Pilipinas, the Philippine Space Agency, the Department of Budget and Management, the Senate of the Philippines, and the University of the Philippines, with the Asian Development Bank as co-supporter and endorsements from Google, AWS, Microsoft, IBM, Siemens, and Bosch Philippines.

With the Philippines having since adopted a new national AI strategy under the Department of Science and Technology (DOST), NAISR 2.0 is preserved here as an archived reference—a documented record of the foundational work that shaped the country’s early AI governance landscape. Key initiatives established under this roadmap, including the Center for AI Research (CAIR), continue to serve as a benchmark for how the Philippines has approached the balance between technological ambition, ethical responsibility, and workforce protection.
